• Area 1: Expansion of Runway and extra site for Saemangeum Airport
• Area 2: Construction of a global convergence complex, Completion of Saemangeum Port
• Area 3: Promotion of tourism and leisure project in remaining areas (participation of private and/or public entrepreneurs)
• Area 4: Promotion of Hinterland city (residential and industrial complex)
• Agro-bio Area: Promoting farming, agricultural industry cluster, agricultural theme park, smart farms, rural towns, and infrastructure
• Eco-environment Area: Promotion of remaining projects (Natural environment, aquatic bio system, forests, etc.)
