Welcome to the Saemangeum Development and Investment Agency website.
I am Kim Eui-Keum,
Administrator of the Saemangeum Development and Investment Agency.
Saemangeum has benefited from groundbreaking tax incentives for businesses through institutional improvements, including the designation of investment promotion zones and secondary battery specialized complexes. Furthermore, key infrastructure for businesses has been established, including the opening of an internal cross-shaped arterial road, the construction of discharge pipelines, and the expansion of power supply.
However, even after more than 30 years since the Saemangeum Project began, it remains disappointing to say that the project has not yet achieved the full-scale development and outcomes that the public can perceive.
I believe it is time to overcome the limitations of past slow growth and truly transform Saemangeum into a center for balanced national development and a major energy transition.
To achieve this, I will prioritize three key initiatives.
Utilizing abundant renewable energy resources, such as sunlight and wind, and the Energy Highway, which will be completed by 2030, we will develop Saemangeum into a global renewable energy hub.
Furthermore, to proactively respond to the global RE100 industrial trend,
we will establish a RE100 industrial complex based on renewable energy in Saemangeum and take the lead in enhancing the global competitiveness of companies located there.
To attract more companies to Saemangeum, we will continue to improve the system by expanding the existing investment promotion zone and strengthening corporate incentives, such as expanding corporate tax breaks.
We will usher in a new era of Saemangeum together with you.

Third, to continuously attract companies, we will strengthen tax benefits and expedite the construction of infrastructure necessary for corporate activities.
