Phase 1 (by 2020)

• Promotion of agro-bio site as well as Saemangeum National Industrial Park for development of high-tech agriculture cluster
• Area 1: Development of some part of Saemangeum National Industry Complex in association with Gunsan National Industry Complex
• Area 2: Development of Saemangeum New Port (Phase 1, 6 berths) and Smart Waterfront City, Sinsi/Yami Tourism and leisure site
• Area 3: Preparing 2023 World Scout Jamboree Site (It will be used as agriculture land after the event, but the land will be sold to a designated perseons by the Administrator of the Saemangeum Development and Investment Agency in the case of development demands)
• Area 4: A reserved forest by Korea Forest Service
• Agro-bio Area: Construction of Waterproof bank and Establishing agro-bio area
• Eco-environment Area: Development of wetlands for recycling clear water on tourism and leisure site
