• Urban development in Saemangeum through the 十 shape formed connecting the East-west Highway 2 and North-south Highway 2

Set up East-west Highway 2 and North-south Highway 2 as arterial area of the planned city
On the basis of East-west Highway 2, industrial sites will be located on the north side, and urban site and tourism site will on the south .
Along the North-south Highway 2, the west side will prioritize industrial and urban applications, and the east side will house Agro-bio industry and manufacturing industry.

- Axis connecting areas 1 and 2, Axis connecting areas 2 and 4
- Cooperating renewable energy and future industry with Gunsan National Industrial Complex, Wanju and Jeonju Carbon Valleys, and Daedeok Technopolis
Renewable Energy Hub
- To support Saemangeum's energy independence and to facilitate Korea Government’s Green New Deal
- Promotion of on-shore and off-shore solar energy generation projects
Agro-bio Industry Hub
- Axis connecting Agro-bio Area, and areas 2 and 3
- Developing high-tech agriculture industry, and cooperating with Iksan National Food Cluster and the Jeonbuk Innovation City to establish food specialized area in wide range development
Tourism / Leisure Axis
- Axis along area 3 and area 2
- Connected development with Byeonsan-bando National Park, Taean Tourism Enterprise City, and West Coast Tourist Belt
Complex Development Hub
- The central axis of Saemangeum's development is focused around smart technology and hydrogen-based economic, business, and global cultural activities
